Raul Avila Soto, CAC

Raul is an Industrial Hygiene Tecnician, he has DPH Lead Certifications and California Asbestos Consultant certification. Raul has significant experience working as a contractor mitigating mold, lead and asbestos. He is currently completing College studies in Industrial Hygiene. Raul is another DNA staff person who has both English and Spanish language capability. We are proud to effectivly communicate to our clients and the people who make things happen.

Raul Avila Soto
Dan Napier, MS, CIH, CSP

As a Certified Safety Professional (CSP) and Certified Industrial Hygienist (CIH), Dan has over 48 years of experience in the industrial hygiene and safety field. He has managed numerous environmental projects ranging from small residential asbestos mitigation to major multi-year hazardous material mitigation projects. Please browse to his
Curriculum Vitae for more specific information about Mr. Napier. He is an active AHERA instructor for courses in Asbestos Removal and Asbestos Management. He is licensed for asbestos risk assessment work in California. He is a CAC and he holds California Lead CDPH Certifications.

His practical approach to occupational safety and health provides many workers with a safe work environment. That approach simultaneously provides the employer with an efficient and cost effective practical safety program. Dan assists employers with OSHA and APCD, AQMD defense, worker training and air monitoring projects. Whether the project is the clean up and demolition of a large Aerospace R & D Laboratory and Production Facility, or the baseline evaluation of a NASA facility, Mr. Napier has the experience and practical experience to complete the work -- On Time and Under Budget. Lisa Napier

Lisa Napier serves as Director of Operations at DNA, combining foundational industrial hygiene field experience developed at the firm from 1986 to 1995 with three decades of leadership in risk management, regulatory compliance, and program operations across Fortune 500 technology organizations. She returned to DNA in 2025 and is actively engaged in field investigations, including the Eaton Fire residential sampling program involving CAM-17 metals analysis and litigation support. Lisa has a current DHS TWIC clearance.
Lisa's IH field background includes air monitoring, bulk and surface material sampling, asbestos fiber identification via microscopy, and abatement site supervision across residential, commercial, and industrial settings in California and Colorado — all performed under CIH supervision and documented to AHERA and California state regulatory standards. She co-authored AHERA training curriculum for DNA based on the EPA Model Accreditation Plan and California state regulations, curriculum that has been used in accredited training delivered to industry professionals. She is currently returning to graduate study in industrial hygiene and public health to formalize and extend this career-long foundation.
In her operations leadership role, Lisa drives organizational efficiency, workflow standardization, and process automation across DNA's regulated consulting practice, ensuring that project documentation, chain-of-custody records, reporting timelines, and client communications meet the standards required for regulatory compliance and litigation support engagements.. Lisa Napier
Robert Nelson, MS, MA

Robert Nelson brings more than 33 years of service with the Los Angeles Fire Department (LAFD). Throughout his career he has held senior leadership roles including Assistant Chief of the Homeland Security Division, where he oversaw grants management, disaster preparedness, CERT, EOC/DOC operations, Tactical EMS, and CBRNE/JHAT programs. He has extensive operational experience directing multi-agency unified command operations at high-consequence incidents including hazardous materials releases, terrorism-related incidents, and large-scale disaster responses. Robert has a current US Government TS clearance.

Robert holds a Master of Science in Security Studies with a concentration in Homeland Security and Defense from the Naval Postgraduate School, and a Master of Science in Emergency Services Administration from California State University, Long Beach. He has served as a Hazmat Technician and Specialist Instructor with the California Specialized Training Institute (CSTI) for more than 30 years, and served previously with the United States Air Force Security Police.
Robert contributes to DNA engagements as a senior advisor on hazardous materials emergency response, incident command, multi-agency coordination, and community-level health and safety risks — expertise that strengthens DNA's capacity to assess and communicate environmental health impacts.

David Newell, PE

Mr. Newell is an experienced engineer. He has significant experience managing projects for Environmental and Health & Safety issues. He is currently practicing in the Sacramento Area. Please see his brief

Dave Newell
Kasra Nikkhah, CAC

Mr. Nikkhah brings more than 27 years of experience in environmental health and safety program development, industrial hygiene assessments, safety audits, construction safety, and environmental remediation. He holds a California Asbestos Consultant certification (CAC #02-3239, exp. 11/2027), CDPH Lead certifications, and is an AHERA-certified asbestos instructor. Kasra holds a BS in Aerospace Engineering from Northrop University and has worked extensively with government agencies, industrial clients, and construction organizations throughout California. Kasra has held US Government TS clearances in past work assignments.

Taylor Williams, CAC

Mr. Williams holds a California Asbestos Consultant certification. Taylor has direct experience with lead and asbestos field sampling, documentation, and chain-of-custody procedures in residential and commercial settings. He is currently enrolled in college to eventually qualify for the CIH.
